ELI5: Why aren't all terms of service just "By agreeing to these terms, you allow me to do whatever (by Sparky)

ELI5: Why aren't all terms of service just "By agreeing to these terms, you allow me to do whatever I want that isn't explicitly stated to be illegal by the law?"

I wanted to post this to r/legaladvice but it is against their rules because it isn't about a personal situation I am having.
