Why i cant text,message,or chat with some ppl. every time i press on(send message) i got(but u dont wanna meet this person) i even set it as i want to but cant reach them

Are you talking about restriction. If they have restrictions. You cant talk to them unless you meet what they are looking for. Sorry there is no way around it.
