Thats jus part of dating online. We have ALL experienced sweet talkers that do a 360....that dont make them scammers nor does it give us the rite to publicly humiliate them, theres always 2 sides to every story

If enough users give someone negative Karma, they'll eventually receive a warning on their profile and in all their messages for everyone to see just like this one.
If you come across a profile with that warning, you already know to turn around and run for the hills, so it has the exact same effect as you describe.

If he wasn't rude or anything, then you can simply Dump him and you won't see or hear from him again. If he was rude or disrespectful to you, then you can give him some negative Karma. If you send him a message, then he'll be able to send you Karma as well, so if you do not want to risk receiving negative Karma from him, then simply do not reply to him.
The Karma system is used to root out serial harrassers, and every user has a Karma score that is equal to their positive Karma points minus their negative Karma points. If their Karma score falls below -3, then the user receives a severely negative Karma warning on their profile and in every message they send out to warn others that that user is problematic. So, to answer your question, you are meant to give positive Karma to users who are nice and respectful to you to help offset any undeserved negative Karma they might have gotten from someone else.
