There greater problems with the entitlement system than the BIA & the reservations. The Cherokee Nation has a the most lax blood quantum policy, however only 1/16 and above are allowed to live on reservations. Very few free range Cherokees qualify many that meet the 1/16th requirement don't want to live there.
