The thing is, I wouldn't want to propose marriage to a man because of one reason, sincerity. A woman can be ready to get married all the time...any time. It's moral order. But, when a man is ready, it seems to be different somehow. He proposes as a way to cement his own willingness to commit on the next level. It's an extra effort on his part so he view it seriously. If women start proposing it will only open the door to more uncertainties and mind games and marriage will be broken down before it can even take place. Women can definitely make gentle approaches and subtle hints however, if she wants sincerity from him, don't take that away from him. Let him propose!:))
